JOB TITLE: HUMAN RESOURCE OFFICER

JOB PURPOSE

The HR Officer is responsible for coordinating and delivering HR operations across the employee lifecycle, with a strong focus on payroll administration, compensation and benefits, and HR data integrity. The role ensures compliance with labour laws, accuracy in HR records, and timely execution

ofHR processeswhile fosteringemployee experienceand

supporting organisational efficiency.

 

JOB RESPONSIBILITIES

PayrollAdministration

  • Prepare,process,andreconcilemonthlypayroll accurately and within agreed timelines.
  • Ensurestatutorydeductions(tax,pension,medicalaid, etc.) are correctly calculated and remitted to relevant authorities on time.
  • Maintainpayrollrecords,generatepayslips,andresolve employee payroll queries promptly.
  • Support payroll audits and ensure compliance with internal controls and external regulations.

Compensation & Benefits

  • Administeremployeebenefits(healthinsurance,

allowances,retirementplans,etc.).

  • Provide data and support in salary benchmarking, compensation reviews, and job grading.
  • Ensurecompliancewithpoliciesandlabourregulations

governingcompensationandbenefits.

HRServices & Employee Data Management

  • MaintainaccurateemployeerecordsinHRISand

physicalfiles.

  • PrepareandsubmitHRreports(headcount,turnover, leave trends, payroll analytics, etc.) to management.
  • Support recruitment administration (advertising, shortlisting coordination, interview logistics).
  • Facilitate onboarding, offboarding, and employee life- cycleprocesses.
  • Provide administrative support to performance management, training, and employee relations
  • AdvisestaffontheapplicationoftheAuthority’s Conditions of Service.

Compliance&ProcessImprovement

  • EnsureHRandpayrollprocessescomplywithrelevant laws and internal policies.
  • Supportinternalandexternalauditswithtimely provision of documentation.
  • ImplementinternalauditrecommendationsinHRand

payrollfunctions.

  • Recommendandcoordinateprocessimprovementsto

strengthenefficiency,accuracy,andservicedelivery.

Employee Support

  • ProvidefrontlineHRassistancetostaffonpayroll,

benefits,andHR-related queries.

  • SupportHRinitiatives,employeewellness,andculture- buildingprogrammes.
  • Promote a positive psycho-social work environment aligned to high-performance culture.

 

JOBSPECIFICATIONS

AcademicQualifications:

  • DegreeinHRorrelatedfield
  • ProfessionalcertificationinHR/Payroll(advantageous:

CIPM,SHRM,IPM,orequivalent)

Workexperience:

  • AtleastfiveyearspostqualificationexperienceinHR

environment
