MOTSUMI APPOINTED ACTING PPADB EXECUTIVE CHAIRPERSON

Tumelo Motsumi

The Honourable Minister of Finance and Economic Development, Ms. Peggy Serame has appointed Ms. Tumelo Motsumi as the Acting Public Procurement and Asset Disposal Board (PPADB) Executive Chairperson with effect from the 1st of November 2021.

Ms Motsumi’s career spans a period of twenty-four (24) years having started as an Assistant Economist with the Technology Assessment and Economics Unit of the then Botswana Technology Centre (BOTEC) in 1997 where she progressed to the level of Senior Economist. Whilst at BOTEC, she was responsible for project appraisal and transfer of BOTEC technologies to industry. Among the projects that she was involved in and which she ably transferred to the industry are the Motshegaletau Photovoltaic Power Station, the Kgalagadi Sand Building Block, the Solar Powered Hearing Aid as well as the Kitsong Centres.

In 2005, she joined the Public Enterprises and Evaluation Agency (PEEPA) as a Business Analyst, where she gained experience in various forms of privatization such as diverstiture and out-sourcing. Key among the privatization projects that she was instrumental in, is the successful outsourcing of catering services at Botswana Police College in Otse. It was at PEEPA where her knowledge and interest in procurement was conceived after working on several projects involving procurement of service providers during the privatization process.

Thereafter she joined PPADB in 2008 as a Principal Procurement Specialist in the Services Division and was appointed to the position of Manager, Services Division in 2013. Whilst at PPADB she continued working on privatization projects such as the privatization of Botswana Telecommunications Corporation, focusing this time on the procurement side of service providers that made the project the success it is.

In 2017, she was appointed Executive Director Services Division until her appointment as Acting Executive Chairperson of PPADB. Worthy of note is that, from 2017, Ms Motsumi was responsible for devolution of the PPADB mandate to procuring entities which culminated in the amendment of the PPAD Act in July 2021, an amendment that seeks to transform PPADB into a regulatory authority. The devolution process spans a number of activities such as monitoring compliance of Procuring Entities to the PPAD Act, complaints resolution, audit, capacity building and providing guidance and direction on procurement related matters.

Ms Motsumi graduated with a Masters Degree in 2001 from the University of Stellenbosch following completion of a Bachelors Degree in Economics from the University of Botswana in 1997. She holds an MCIPS with the Chartered Institute of Procurement and Supply attained in 2017. In addition, she has undertaken a Senior Management Development Programme (SMDP) with the University of Stellenbosch in 2014. Other trainings she has undergone include Project Management, Project Appraisal, Audit and Monitoring of Procurement, Designing High Performance and Sustainable Public Private Partnerships (PPPs) in Infrastructure, Health, Education, Security and Sports Sector and Procurement and Contract Management Procedures among others.

The Board, Management and staff of PPADB wish Ms. Motsumi the best in her new role as she leads the transition of the Board into a Public Procurement Regulatory Authority.
